Clackmannanshire Council Delivers New Housing for Tillicoultry with New Partnerships

In partnership with Kingdom Housing Association and hub East Central Scotland, Clackmannanshire Council is making excellent progress in building 21 new affordable homes for Social Rent at the site of the former Community Centre in Ann Street, Tillicoultry. The project will be complete by April next year, providing 17 bungalows and 4 cottage flats for social rent in a courtyard layout. All of the new houses and two of the cottage flats provide amenity housing for older people or those with particular needs. Clackmannanshire Council made use of the hub’s procurement model under which the new homes are being built by Marshall Construction, with Kingdom Housing Association providing project management services for the project. Gary Bushnell, Chief Executive, hub East Central Scotland, said:  “The hub procurement model brings together planning and delivery of services to achieve greater value for money and more efficient project delivery. The new housing in Ann Street is an excellent example of a project made possible by the hub model and will deliver high quality affordable homes for the benefit of the community.” Scott Kirkpatrick, Head of Development, Kingdom Housing Association, said:  “It has been very exciting working in a new partnership with Clackmannanshire Council and hub. Using the hub model we were able to work in collaboration with Marshall Construction from an early stage, which got the project on site much more quickly than using a traditional procurement model.” Cllr Les Sharp, Convener of Housing, Health and Care at Clackmannanshire Council, said:  "It is great to see the progress being made on this exciting new development which takes forward our commitment to work with Kingdom Housing Association to deliver high quality social housing for people in Clackmannanshire. Along with working with a local company which supports local employment, the partnership model has allowed us to work efficiently with partners to deliver this project which will also improve Tillicoultry town centre." Through the hub process, training and employment initiatives are maximised and Community Artwork is being incorporated in consultation with the local community and schools. The project is estimated to cost £2.464m. The Scottish Government provided £0.782m Town Centre Housing Grant Funding. Clackmannanshire Council have funded the balance for this project which meets ‘Silver Standard’ due to high levels of insulation and energy efficiency strategies.
