Project Description

The new Templehall Community Hub will integrate the existing Templehall Community Centre, Local Office, Argos Centre and Library Service into the one facility on the site of the current Argos Centre at Appin Crescent, Kirkcaldy.

The proposed site is located to the west of Kirkcaldy, within an area known as Templehall. Kirkcaldy is on the east coast of Scotland, within the local authority territory of Fife and will act as a new focal point for the local community, supporting the adjacent early year nursery and primary school facilities.

Key project requirements are:

  • The new facility will be constructed adjacent to a newly built Early Years facility and will ultimately share vehicular, pedestrian and service access along with an element of parking provision upon completion.
  • The Early Years facility will remain in operation throughout construction period therefore the construction operations will have to be sequenced to take cognisance and segregate to minimise disruption at all times.
  • The project will take cognisance of SFT’s Place principles and Fife Council’s Making Places Planning Policy.
  • In order to meet the targets of Fife Council’s Climate Action Plan the facility will adopt the Net Zero Public Sector Building Standards and the RIBA 2030 Climate Challenge metrics.
  • It is also a requirement for the building to be certified to Passive House Classic standard.
  • The project will utilise the SFT Standard Information Management Plan from the outset.
  • SFT Construction Quality Assurance Initiative (CQAI) will be adopted for the project.
  • Social Value targets to be calculated using SFT TOM’s

The site choice offers some excellent opportunities. In addition to co-location with an existing council / community facilities, there is good availability of space for landscaping, vehicle access, outdoor social space and a MUGA. There are open aspect views out from the site.

The design will create a strong identity based on local influences. The new state of the art facilities will offer significant social and economic benefits, whilst considering all aspects of inclusivity. Accessibility for all users is at the forefront of the design
